Its a proverb in kashmiri. It means that the someone innocent's killing or murder shall not go unanswered. If not by the earthly courts....God will surely bring upon his wrath upon the killers.This term is used esp against the Indian regime in India under which several thousand innocent people lost their lives.

Ps:- I have no personal grudges with india or indians
